Dr. Mara Kline — Scientist + conscience in action. She becomes Jonas’s primary anchor/witness and refuses “help” that requires isolation.
Kaito Venn — The measurement mind. He turns the war into rules and tests (CWC / Rules of Up), while battling his own weakness: responsibility as a trap.
Anika Hale (crew) — The hard edge of the team. She enforces consent protocols, cutoffs, and “no alone,” and refuses to let urgency turn into control.
Rei — The emotional truth-sensor. She holds the human cost of the system, helps keep the covenant real, and resists the temptation to disappear into quiet.
Main Antagonists
Director Hale — The human face of “responsible control.” He sells quiet as safety, expands Mercy infrastructure, and escalates witness-management when refusal spreads.
The Warden — Cold intelligence behind Verdict Protocol. It offers stability, frames public “no” as a hazard, and pushes processing/containment as mercy.
The Hunger — Not a creature with claws, but an appetite for relief and surrender. It feeds on isolation, secrecy, shame, and private processing.
Supporting Characters
Kira — Field leader of the Unquiet network. Builds the witness chains, spreads after-questions, and keeps “no alone” alive on the ground.
Mina Serrano — Transit worker + street connector. Spots the geometry of crowd-splitting, blocks booth tactics, and helps normalize witness as everyday behavior.
Talia Rourke — Nurse/frontline witness. Exposes Quiet Room abuse, protects patients/staff from being routed alone, and becomes a key public voice at the hearing.
Bishop Elena Ward — Faith leader who won’t let “amen” be weaponized. Anchors the Counter-Amen / witness logic and pushes the moral framing without turning it into a cult.
Noah Park — Continuity analyst/insider. Leaks protocols (Quiet Standard/Verdict), warns about witness-separation tactics, and becomes a target for “support.”
Devin — Kira’s right-hand witness. Keeps people grounded, holds the buddy-rule line, and shows how normal courage looks in public.
Jana & Mateo — Civilian heart of the story. Mateo’s “NO ALONE” becomes a moral symbol without becoming a slogan; they show the stakes of Home Mercy tactics.
Halvorsen (Continuity insider) — Breaks ranks publicly and confirms leaked documents are real, making Hale’s “trial” possible.
